"SAVANNAH, GEORGIA. CITY HALL AND BAY STREET. The great warehouses of the city (the second largest cotton-port and the largest naval store port in the world) occupy a street at the foot of the steep bluff fronting the Savannah River on a level with the piers. From their upper stories they open upon Bay Street, the great commercial mart of Savannah."
